Paul Ray is a seasoned government relations executive and public policy leader with more than 25 years of experience working at the intersection of government, infrastructure, and community development. As Director of Government Relations for the Utah Transit Authority (UTA), he collaborates with federal, state, and local leaders to advance transportation initiatives that strengthen Utah's economy, improve mobility, and support the region's continued growth.
Prior to joining UTA, Paul served for 20 years in the Utah House of Representatives, where he earned a reputation as a trusted consensus-builder and effective legislator. During his tenure, he chaired several influential committees, including the Social Services Appropriations Committee and the 2021 Redistricting Committee, leading complex policy discussions and helping guide significant legislation through challenging political environments.
Known for his ability to build relationships, navigate competing interests, and achieve meaningful results, Paul brings a pragmatic and collaborative approach to public affairs. His experience spans legislative strategy, stakeholder engagement, public policy development, and coalition building.
